A Unified System for Petroleum Downstream Oversight and Operations

In Ghana’s downstream petroleum sector, the movement of refined products through jetties, tank farms, and depots is critical to national energy distribution. Yet the systems used to track and manage these operations are still largely manual. Paper manifests, delayed reconciliations, and fragmented data make it difficult for both operators and regulators to maintain real-time visibility and control.

This lack of system integration leads to operational inefficiencies, billing errors, and weak regulatory oversight. Jetty managers often record vessel discharges by hand. Bulk distributors reconcile volumes days later. Regulators receive incomplete or delayed data, limiting their ability to enforce compliance and detect discrepancies.

To solve this, Maven Dynamics developed a sector-wide digital platform designed for the full spectrum of downstream stakeholders. The system connects jetty operators, tank farms, bulk distribution companies, and regulators through a shared digital infrastructure that reflects actual operational workflows.

The platform handles end-to-end processes, from vessel nomination and discharge tracking to weighbridge reconciliation, billing, and regulatory reporting. Every transaction is time-stamped, auditable, and accessible by authorized parties in real time. Data flows securely between stakeholders, reducing disputes and enabling faster decision-making.

In one implementation, a major jetty operator used the system to automate berth scheduling, sync weighbridge data, and track daily product off-takes across multiple depots. The National Petroleum Authority had direct access to dashboards showing real-time discharge volumes, variance reports, and reconciliation logs, significantly improving oversight and policy enforcement.

The system integrates with ERP platforms, national petroleum databases, and supports offline functionality for remote sites. It is modular, scalable, and built to accommodate the complexity of multi-party energy logistics.

By replacing manual records with digital workflows, the platform transforms downstream operations into a transparent, coordinated, and compliant ecosystem, supporting national energy security and regulatory effectiveness.
